六月戊午朔，诏：『诸军升差，盖择将之根本，必有智勇劳效，乃能服众。今后宜精加选用，毋得循习苟且。仍令枢密院自淮备将以上至统制官，每全军各为一籍，逐月揭贴进入，朕当间点三两名，审观识略事艺，随其能否，议主帅之赏罚。』臣僚访闻诸州军受纳夏税，官吏邀阻，间有将堪好绢帛强行打退，却置场用低价收买，其宫中既已买下退绢，多作畸零，折纳高价，不恤民病，利其赢馀。欲望严禁。今后州军置场收买退绢，许人户越诉，令监司、御史觉察，违戾科罪。』从之。诏建宁府淳熙九年分人户欠二税等钱三万四千三百十九贯并令除放。辛酉，进呈王淮等上表，为敕令所编类宽恤诏令成书，乞颁降施行。上曰：『可谓详备。凡事在人举行斟酌，轻重尽之矣。』壬戌，进呈秘书省校书郎奚商衡奏：制科取士，勿拘三岁之制。上曰：『贤良得人，国家盛事，可令学士院降诏，有合召试人，举官即以名闻。』
