夏四月辛未，知绍兴府张津奏：『本府支用剩钱四十万贯，起发应副御前激赏支用。』诏令绍兴府将张津所献钱为人户代纳今年和买身丁之半，仍令本府印给文榜，遍下诸县乡村晓谕通知。如人户今年已多纳折帛钱与理充来年应输之数，即不得因而重叠催扰。如稍有违戾，许人户径诣尚书省陈诉。丁亥，诏：『令今后差给事中一员立一司，专一看详天下言利病奏状札子及经朝廷陈乞敷奏者，如有利国便民事，虽其言可采，并先参订祖宗法，委无违戾，方许上籍，一供省览，一留三省，以备举行。如涉兵机，即关密院。』是月，雨土。
