五月戊子，吕祖俭改送吉州安置。丁酉，命直学士院傅伯寿草诏，如杨大法、刘德秀之请。伯寿，自得之子，自得乾道间以不受曾觌之招名闻四方，至伯寿，则奴事韩侂胄隶人苏师旦，致身通显。其弟伯成非其所为，每切责之。至是，伯寿始草诏，以诋善类。戊戌，诏曰：『朕惟风俗者治忽之枢机，士大夫者风俗之权舆。昔周文武之隆，在位皆节俭正直，小大之臣，咸怀忠良，下至庶民，无有淫朋比德。今也不然，怀背公死党之心，蔑尊君亲上之义，佞谀侧媚，以奉权强；诡僻险傲，以钓声誉。鼓唱横议，贪利逞私，使毁誉是非混然淆乱。于乎!朕之所托，顾乃如此?自今至于后日，洒濯厥衷，存公去私，可否从违，各当于理，则予汝嘉。其有不吉不迪。习非怙终，邦有常刑，朕不敢贷。』丙午，诏诸路提举司置广惠仓，修胎养令。辛亥，降大理、三衙、临安府杂犯死罪以下囚，释杖以下。
