十一月丙戌朔，宰执谢赐太上《稽山》诗石刻。上曰：『太上诗规模宏大，所以赐卿者，正欲仰体太上之意。如『属意种蠡臣』之句，卿等切勿分别文武，便有晋室之风，当视之如一，择才行兼备者用之。若曰好士人而才不适用，亦何足取?』戊子，知婺州洪迈言：『本州淳熙八年旱歉，支降丰储仓米五万石赈粜，内二千一百馀石系揽载船梢，盘剥折欠，已纳到六千馀贯外，净欠钱一千九百馀贯，约米五百三十馀石。乞照绍兴府体例蠲放。』从之。利路帅、宪、茶马司奏知凤州馀永弼、知文州邓枢政绩。上曰：『边郡政要得人，永弼、枢各转一官，候任满与再任。』诏：『向来赵善杰所修海盐县堰闸及刘俣修华亭县塘堰，令刘颖亲往相视目今有无冲决损坏，并本州去年所修水利，于今年有无实被灌溉田亩，及未尽去处，开具奏闻。』辛卯，置万州南浦县渔阳井盐官一员，并岁收盐十四万六千三百馀斤，初以主簿兼监，于是始专置官。户部侍郎叶翥乞行下核实免丁钱事。上曰：『此户部自可理会，不必降旨。』辛亥，进呈淮西总领赵汝谊奏和州屯田所收物斛未曾均给，上曰：『可令总领所、都统司将屯田力耕官兵斟量工力多寡，拘今年收到物斛实数，分作三等，次第均给。』是月，两浙运副刘敏士、运判姚宪并降官落职，新江东提刑王彦淇别与差遣，并以温、台二州灾涝失于按劾守臣也。
