十一月甲戌，权礼部侍郎辛次膺言：『今诸路岁入数目实多，使有以理财而其入无欠，有以节财而其出有节，则岂特财用充足，盖将储蓄沛然有馀矣。愿诏左、右司同户部取朝廷一岁中出入之数，其入数拖欠失陷者严立谴罚，其出数则更加裁酌，立为之数，不得增添。』上曰：『此诚今日急务。然止有三说：生财、理财、节财是也。比年生财之道讲求略尽，唯理财多因官司失职，致有拖欠，使州县得人，必不至此。若节财，则用莫大于给军。既有定额，无从裁省。今便当撙节，不可妄费。』遂令吏部侍郎陈康伯、户部侍郎王促、大理少卿陈章同措置。壬午，上谓大臣曰：『近太学试补弟子员，中程者诗赋多而经义少，数年后，恐经义科废矣。宜令兼习经义。』沈该等请俟省试毕，上可之。丙戌，尚书省言：『被旨裁减吏额，法行当自近始。乞裁定三省、枢密院近来所添名额。』于是六曹、寺监、百司各以旧额及新置人数来上，朝廷悉加裁损焉。癸巳，吏部员外郎王晞亮言［6］：『国家取士，词赋之科与经义并行。比学者去难就易，竞习词赋，罕有治经。至于《周礼》一经，乃绝无有。望自今经义文理优长合格人有馀，许将诗赋人材不足之数通融优取，仍以十分为率，不得过三分。』从之。
