夏五月丙子，内出御笔手诏宣示宰臣王淮等曰：『朕惟监司、郡守，民之休戚系焉。察其人而任之，宰相之职也。苟选授之际惟计履历之浅深，不问人才之贤否，则政治之阙，孰甚于斯?今后二三大臣宜体国爱民，精加考择，既按以资格，又考其才行，合是二者，始可进拟，夫然后事得其宜，用无不当。故《传》曰：『为政在人。』卿等其谨之毋忽。』
