十二月乙卯朔，上谓大臣曰：『闻绍兴饥民有渡江者，可令临安优给路费遣还。』时明、越、秀、润、徽、婺、饶、信州皆旱，民多流散。上命有司发粟减赋。至是，复令常正官亲往赈给之，毋致失所。庚申，知宣州秦棣卒，官给葬事。棣在宣城，州之何村有富民酿酒，棣遣巡检将吏士捕之，夜半围其家，民疑其强盗也，即手鼓聚邻里共执之，走诉诸棣，棣怒，取民及其子孙三人，用麻绳通缠其体，自肩至足，然后各杖之百，及解缚，三人皆死。其惨毒如此。丙寅，诏提举常平宫分遣属吏赈恤流民，且贷其春耕之费。尚书省批状：四川营田，就委都统制检察措置耕种，将每年所收斛斗，除分给官兵并桩留次年种子外，尽数报总领所拘收，充减免成都府路对籴米十二万石之数。旧营田事隶宣抚司，及司废，乃有是命。戊辰，饶州进士张阐上书，乞将四等、五等下户绍兴十七年已前拖欠冬苗及诸色官物，已倚阁者即与蠲放，未倚阁者，即权倚阁。上谓大臣曰：『如实无可纳，徒有追人，亦足矜也。』乃付户部。既而户部乞诸路灾伤及五分处，下户欠十六年租税除形势外，并与蠲放；十七年分倚阁。如违，当职官重行黜责，仍令宪臣觉察。从之。壬申，宰执进呈经界事讫，上曰：『诸州月桩钱昨已例减，要当尽行除罢。』秦桧即谕户部侍郎李椿年、宋贶，以经总钱措置赡军。
