闰八月庚申，秦桧奏：『两国通和，农民安业，垦田渐广。乞免江浙、湖南今年和籴。』上大喜，曰：『朕向在河朔，见民以为苦。朝廷所降本钱，州县往往移用，不以时给，纵有给处，又为吏多端乞取，十不得一二。今幸时和岁丰，军储粗足，朕岂得已而不已也?』戊辰，权礼部侍郎陈诚之请太学生入学五年不与荐及公试不入等者除其籍。从之。改行在熟药所为太平惠民局。丙子，知福州薛弼言：『本州亢旱，既而大雨。忽传候官县有竹实如米，老稚采取，所得几万斛，饥者赖以济。此盖明天子圣德所感，上相燮理之效，实为中兴上瑞。伏乞详酌施行。』诏付史馆。癸未，执政进呈监察御史陈夔论州郡岁以常平米廪给贫民，今多移用，乞令监司觉察。上曰：『此诚仁政所先。比年州县奉法不虔，或侵支盗用，而监司失于检察；或赈济无术，而僻远穷困之民不得均被其惠，非所以称朕矜恤元元之意。宜令户部措置。』乙酉，初，福建路自创奇兵，而草寇悉平。诏以巡检陈敏所部奇兵四百及汀、潭戍兵之在闽者并为殿前司左翼军，留戍其地。时江海之间盗贼间作，乃分置诸军以控制之，如泉之左翼、赣之右翼、循之摧锋、明之水军，皆隶本司，由是殿前司兵籍为天下冠。
