八月丙戌，郑作肃知吉州还，入见，奏：『本州自兵火后，每岁桩办黄河竹索钱六千六百馀缗，见拖欠四万馀缗，重困民力。望并赐蠲放。』上可其奏。秦桧怒，后旬日，殿中侍御史董德元即奏作肃朋附席益，中伤善类，及知常州，张浚主兵，行横敛之法，作肃极力率先督办；比守吉州，多敛军需，贱市官米，又贾贩油布之属以规厚利。诏令本路提刑司取会具案闻奏。丁亥，遗户部员外郎钟世明同四川总领措置裕民。自讲和后，岁减川钱四百六十万缗有奇，朝廷犹以为重于江淮，故有是命。壬辰，上谕秦桧曰：『近轮对者多谒告避免。百官轮对，正欲闻所未闻。可令检举已降指挥约束施行。』于是申严行下。丙午，礼部拟定故太师、清河郡王张俊赠典乞依韩世忠例。先是，上谕秦桧曰：『武臣中无如张俊者，比韩世忠相去万万。赠典宜从优厚。』及是进呈，上曰：『可与赠小国一字王。』于是特封循王。国朝淳化以后，异姓不封真王，其追封盖自俊始。后谥忠烈。
