28  | 十一月辛卯朔，沔州统制张林等谋作乱。事发，贷死除名，广南羁管。甲午，诏浙西监司募饥民修水利。乙未，以岁饥，罢雪宴。是月，郴州黑风峒寇李元砺为乱。黑风峒屯在郴、吉之间，而地属郴之桂阳县。初。罗孟二者名世传，峒之首酋也。去年，世传出掠省地，已而受招，诏补承节郎。去年二月，世传之犯省地也，郴州举人李元砺尝助官军击贼。元砺素以武断乡曲，群盗皆畏之。比世传受招，论功行赏，而元砺不及，遂去为盗，盗推为帅。时江、湖方艰食，饥民及汰兵多附之，遂至数万。至是，连破吉、郴诸县。诏遣荆、鄂、江、池大军讨之。 |
