五月丙申，史弥远起复右丞相。丁酉，以旱，诏诸路监司决系囚，劾守令之贪残者。借补训武郎罗日愿等谋为变。日愿者，江西人。开禧之用兵也，以策干韩侂胄得官，充忠义军统制。侂胄既诛，其党闽人刘铎为浙西提刑司检法官，坐口语送大理，其词颇连日愿。朝廷恐其枝蔓，不复治，第流铎于湖南。日愿不自安，且郁郁不得志，密结恶少。是岁春，荧惑入太微垣，犯左执法。日愿谓主宫庭及大臣有咎，遂与殿前司中军训练官杨明及其徒徐济、赵氏等合谋，以收黑风峒徭人为名，聚众为乱。部分已定，有守阙进勇副尉景德常在临安，日愿令济、氏邀德常共泛西湖，至胭脂岭，以所谋告之，且许事成以为户部尚书兼知临安府。德常乃匦上变。事下大理。戊戌狱成，日愿磔于市，其徒十二人论死，馀悉黥隶广南及海外州。庚子，诏待从、两省、台谏各举监司、郡守有政绩才望者二人，以补郎官之阙。辛丑，申命州县捕蝗。癸丑，诏两淮、荆襄守令以户口多寡为殿最。乙卯，释大理、三衙、临安府、两浙州县杖以下囚。除茶盐赏钱。己未，以旱，诏群臣上封事。庚申，祷于天地、宗庙、社稷。
