庚午嘉定三年春正月甲辰，诏曰：『朕以眇躬，君临方夏。明有未烛，德有未孚。顷缘奸臣妄开边衅，科役繁重，人不聊生，旱蝗频仍，更不加恤，使吾赤子皆转徙以无依，而彼奸民因诱引以为暴。靖言致寇，敢昧责躬。近而淮、楚两郡之间，远则江、湖数邑之地，生齿遭其蹂躏，室庐致于毁焚。惕若兴怀，为之旰食。今禁旅扬威而并进，乡豪戮力以争先，震叠无前，荡平有日。言念胁从之众，岂皆好乱之氓?与其假息以偷生，孰若转祸而为福。今则宏开禁网，诞布宽书，推予不杀之仁，畀尔更生之路。倘复旧业，即为良民。尚惟郡县字人之官，共宣朝廷惠下之泽。亟苏民瘼，庸副朕心。其楚、衡、郴、吉州、南安等处盗贼，惟捕渠魁外，其馀胁从，并行原贷，许以自新。』又诏曰：『岁比旱蝗，民食不登，捐瘠流亡，良可哀痛。朕蠲租发廪，日夕惴惴，惟恐赈恤弗及，亦冀在位有以分朕之忧。而监司、守令卤莽具文，未副朕意。其能按察而无拘挛欤?抚字而无刻剥欤?不然，何吾民不安业而忍为寇盗之归也。继自今以体国为心，以举职为能，旌褒选擢，朕不汝靳。其或缘奸作邪，营私自丰，使上德壅于下，下怨丛于上，厥有常宪，斯言不偷。毋忽！』丙午，雨土。癸丑，雷。
