三月壬申朔，日蚀，云雾不辨。癸酉，上批新知陈州蔡卞为中书舍人。乙亥，吕大防为观文殿大学士、知颍昌府。后二日，改知永兴军。大防当国日久，群怨交归焉。及宣仁始祔庙。神宗所简拔之人章敦、安焘、吕惠卿等以次进用，大防亦自求去位，上亟从之。乙酉，上御集英殿，试进士策曰：『朕之临御几十载矣，复词赋之选而士不加劝，罢常平之官而农不加富。可雇可募之说杂而役法病，或东或北之论异而河患滋。赐土以柔远也而羌夷之侵未弭，弛利以便民也而商贾之路不通，此其故何也?夫可则因，否则革，惟当之为贵，圣人亦何必焉?』李清臣之词也。丁酉，上御集英殿，赐进士毕渐以下总六百人。时初考官取答策者多主元佑，杨畏覆考，专取主熙宁、元丰者，故渐为之首。苏辙依前官知汝州。先是，辙言：『御试策题历诋近岁行事，有欲复熙宁、元丰故事之意。臣愿陛下勿轻事改易，若轻改九年已行之事，擢任曩岁不用之人，人怀私忿而以先帝为词，则大事去矣。』不报。辙又言：『圣意诚谓先帝旧政有不合改更，自当宣谕臣等，令商量措置。今日宰臣以下未尝略闻此言，而忽因策问进士宣露密旨，譬如家人，父兄欲有所为，子弟有不预知，而与行路谋之，可乎?』上固不悦，李清臣、邓温伯又先媒蘖之，诏以辙为端明殿学士、知汝州。
