二月庚午朔，禁然顶、炼臂、刺血、断指者。辛未，新知杭州张商英入对。上语及蔡京乱纪纲事，商英曰：『京自来专恣，无所忌惮。批状便是条贯，入状请宝便是圣旨，安得不乱?』商英言：『祖宗以来，擢用台谏官，或出自宸衷，或采于久次，或下禁从，各举所知，号为不次用人。然自州县选人召对者，不过三四人而已，曾未见近岁多士拔擢之骤也。由庠序不数月作六察，由六察不数月作殿中侍御史，又不数月作侍御史，作中丞，作谏议，作给舍，作执政。问之以政事，则不知也；问之以古今，则不知也；问之以边防，则不知也；问之以钱谷，则不知也，安得有限之名器，而待无穷之进取哉?』辛巳，太白犯岁。己丑，张商英为中书侍郎。辛卯，月犯斗。
