8  | 二十八日庚申，黄锷除给事中，由海道使金国，先次以礼物等往，因议和。 尼堪至泽州城下。二十九日辛酉，侍御史胡舜陟上言：「政事未得其正，宜急正之」。胡舜陟上言：「《春秋传》曰：兵犹火也，弗戢将自焚。老氏亦曰：以道佐人主者，不以兵，其事，好还。国家自熙丰间，王韶建开边之说，王安石主其议，遣将用兵，无嵗无之，泸南、广南，勤师逺伐，至崇宁以来尤甚，西开青唐以及夏国，南筑溪洞以及丹州，西南则建祺、祥等州，皆不毛之地，而驱赤子蹈锋镝，死者不计其数，往者竭其膏血，凡五十馀年，而又王黼、童贯合谋，以败契丹百年之好，约金人以墟其国，是以上帝震怒，祸我国家，金人乗胜，长驱中原，岂非所谓弗戢自焚、其事好还者乎？陛下践祚，适于斯时，宵旰之劳，未见微効，盖天怒未解，人力岂胜哉？《书》曰：惟先格王，正厥事。臣观今日祖宗寛大之政，冺灭而未举，王安石刻急之法为害而未除，法度未得其正也！士大夫之欺㒺诞谩，骄奢贪鄙，曽不少悛，风俗未得其正也！事未见功，赏已骤至，及其败事，罚不加焉，赏罚未得其正也！阉官近习，犹执事权，颉顽恣睢，无所忌惮，任用不得其正也！昔之叨冒恩宠者，未加镌削，懐才抱器者，陆沉州县，爵禄未得其正也！昔之侥幸富贵者，一毫不取，火耕水耨者，困于重敛，赋敛未得其正也！数者不改，岂所谓正厥事乎？伏望明诏三省，凡是数者，皆反正之，庻㡬震怒一解，妖气自销」。诏令三省照应施行。 |
