| 11 | 李纲《时政记》曰：权知大名府张益谦奏，言招抚司骚扰河北，盗贼多，不若罢之，纲奏曰：「张所今尚留京师未行，不知益谦何以知其搔扰？朝廷以金人攻围河北，民无所归，聚为盗贼，故置司招抚，因其力而行之，以解河北之急，岂縁置司，乃有盗贼，方时艰危，朝廷欲有所经畧，益谦小臣，乃敢沮抑，必有使之者，遂令分其室。八月十二日，进呈河东路经制使司奏状，元降画一圣㫖指挥，许令陜府置司，候措置招集军民齐集，日渡河，续奉圣㫖，令听宗泽节制于阳武，伏乞明降指挥，以慿遵守」。纲奏曰：「河东经制司所得兵不多，自阳武渡河，浚、卫、懐三州，尽系金人所守，便为生界难得粮饷，万一溃散，即朝廷别有一项军马，可以措置河东，不若令依元降画一指挥，且于陜府置司招集军马事体为便」。黄潜善谓逗遛不进，致失机会，纲奏曰：「河东经制司受命啓行，才方数日，犹尚在京师，恐难谓之逗遛。今日事势，亦未见机会可乗，不若尽将帅之力，可以责成効用其言，而绩用弗成，朝廷自有典宪」。议久不决，八月十四日，内降批：「傅亮兵少，不可渡河，罢经制副使，发赴行在」。 |
