20 | 帝遣内侍皇甫继明就问,又上疏曰「陛下将幸汾阴,而京师人心弗宁,江、淮之众困于调发,理须镇安而矜存之。且土木之功未息,而夺攘之盗公行,外国治兵,不远边境,使者虽至,宁可保其心乎。昔陈胜起于徭戍,黄巢出于凶饥,隋炀帝勤远略而唐高祖兴于晋阳,晋少主惑小人而耶律德光长驱中国。陛下俯从奸佞,远弃京师,涉仍岁荐饥之墟,修违经久废之祠,不念民疲,不恤边患,安知今日戍卒无陈胜,饥民无黄巢,奸雄将无窥伺于肘腋,外敌将无观衅于边陲乎。先帝尝议封禅,寅畏天灾,寻诏停寝。今奸臣乃赞陛下力行东封,以为继成先志。先帝尝欲北平幽、朔,西取继迁,大勋未集,用付陛下,则群臣未尝献一谋,画一策,以佐陛下继先帝之志者,反务卑辞重币,求和于契丹,蹙国縻爵,姑息于继迁,曾不思主辱臣死为可戒,诬下罔上为可羞。撰造祥瑞,假托鬼神,才毕东封,便议西幸,轻劳车驾,虐害饥民,冀其无事往还,便谓成大勋绩。是陛下以祖宗艰难之业,为奸邪侥幸之资,臣所以长叹而痛哭也。夫天地神祗,聪明正直,作善降之百祥,作不善降之百殃。未闻专事笾豆簠簋,可邀福祥。《春秋传》曰:国之将兴,听于民。将亡,听于神。愚臣非敢妄议,惟陛下终赐裁择」时群臣争奏祥瑞,奭又上言「方今野雕、山鹿,并形奏简,秋早、冬雷,率皆称贺,退而腹非窃笑者,比比皆是。孰谓上天为可罔,下民为可愚,后世为可欺乎。人情如此,所损不细,惟陛下深鉴其妄」帝知其忠而不能从。 |
4 | 秋七月,起居舍人真德秀上疏,请罢金岁币。其略曰「女真以鞑靼侵陵,徙居于汴,此吾国之至忧也。盖鞑靼之图灭女真,犹猎师之志在得鹿,鹿之所走,猎必从之。既能越三关之阻以致燕,岂不能绝黄河一带之水以趋汴。使鞑靼遂能如刘聪、石勒之盗有中原,则疆场相望,便为邻国,固非我之利也。或如耶律德光之不能即安中土,则奸雄必将投隙而取之,尤非我之福也。今当乘虏之将亡,亟图自立之策,不可幸虏之未亡,姑为自安之计也。夫用忠贤,修政事,屈群策,收众心者,自立之本。训兵戎,择将帅,缮城池,饬戍守者,自立之具。以忍耻和戎为福,以息兵忘战为常,积安边之金缯,饰行人之玉帛,女真常存,则用之女真,强敌更生,则施之强敌,此苟安之计也。陛下以自立为规模,则国势日张,人心日奋,虽弱敌聚兴,不能为我患。以苟安为志向,则国势日削,人心日偷,虽弱虏仅存,不能无外忧。盖安危存亡。皆所自取。若夫当事变方兴之日,而示之以可侮之形,是堂上召兵,户内延敌也。微臣区区,窃所深虑」反复数千言,帝纳之,遂罢金岁币。 |
