15  | 哲宗元佑元年夏四月辛亥，司马光请立经明行修科，「岁委升朝文臣各举所知，以勉励天下，使敦士行，以示不专取文学之意。若所举人违犯名教，必坐举主毋赦，则自不敢妄举，而士之居乡居家者，立身行已，惟惧玷缺。所谓不言之教，不肃而成，不待学官日训月察，立赏告讦，而士行自美矣」于是诏「自今凡遇科举，令升朝官各举经明行修之士一人，俟登第日，与升甲。罢谒禁之制」 |
