1  | 明姚文灏撰。文灏，贵溪人。成化甲辰进士，官工部主事。考《明孝宗实录》，载弘治九年七月，提督松江等处水利工部主事姚文灏，言治水六事，上从之。则是书当为是时作也。大旨以天下财赋仰给东南，南直隶之苏、松、常三府，浙江之杭、嘉、湖三府，环居太湖之旁，尤为卑下。太湖绵亘数百里，受诸州山涧之水，散注淀山等湖，经松江以入海。其稍高昂者，则受杭、禾之水，达黄浦以入海。淫潦时至，辄泛溢为患。盖以围田掩遏，水势无所发泄，而塘港湮塞故也。 |
