86  | 三月丙戌，上御延英殿，李吉甫言：「天下已太平，陛下宜为乐。」乐，音洛；下同。李绛曰：「汉文帝时兵木无刃，家给人足，贾谊犹以为厝火积薪之下，不可谓安。见十四卷汉文帝六年。今法令所不能制者，河南、北五十馀州；犬戎腥膻，近接泾、陇，烽火屡惊；唐六：烽候所置，大率三十里。若有山冈隔绝，须逐便安置，得相望见，不必要限三十里。其逼边境者，筑城而置之，每烽置帅副各一人。其放烽有一炬、两炬、三炬、四炬，随贼多少为差。加之水旱时作，仓廪空虚，此正陛下宵衣旰食之时，岂得谓之太平，遽为乐哉！」旰，古按翻。上欣然曰：「卿言正合朕意。」退，谓左右曰：「吉甫专为悦媚；如李绛，真宰相也！」 |
