10  | 二年春正月甲午，大赦天下。二月辛丑，初听刺史、二千石行三年丧服。癸卯，京师地震，诏公、卿、校尉举贤良方正、能直言极谏者各一人。诏曰：「比者星辰谬越，坤灵震动，灾异之降，必不空发。勑己修政，庶望有补。其舆服制度有逾侈长饰者，皆宜损省。郡县务存俭约，申明旧令，如永平故事。」六月，彭城泗水增长逆流。诏司隷校尉、部刺史曰：「蝗灾为害，水变仍至，五谷不登，人无宿储。其令所伤郡国种芜菁以助人食。」京师蝗。东海朐山崩。九月丁卯朔，日有食之。诏曰：「朝政失中，云汉作旱，川灵涌水，蝗螽孳蔓，残我百谷，太阳亏光，饥馑荐臻。其不被害郡县，当为饥馁者储。天下一家，趣不糜烂，则为国宝。其禁郡国不得卖酒，祠祀裁足。」太尉胡广免，司徒黄琼为太尉。闰月，光禄勋尹颂为司徒。减天下死罪一等，徙边戍。蜀郡李伯诈称宗室，当立为「太初皇帝」，伏诛。冬十一月甲辰，校猎上林苑，遂至函谷关，赐所过道傍年九十以上钱，各有差。太山、琅邪贼公孙举等反叛，杀长吏。 |
