帝用太监崔文言建醮宫中，日夜不絶，杨廷和力言不可，引梁武、宋徽为喻优㫖报纳，然修醮如故，给事中刘最复上章极谏，且劾文耗帑金状，而帝从文言，命最自核侵耗数，最言帑金属内府，虽计臣不得稽赢缩，文乃欲假难行事，逃已罪制言官，疏入忤㫖，出为广徳州判官，廷臣论救不纳，文憾不已，嗾其党芮景贤奏最在途，仍故衔乗巨舫，取夫役，巡盐御史黄国用复遣牌送之，帝怒，逮二人下诏狱，国用谪极邉，杂职最戍邵武。其后帝益好长生，斋醮无虚日，命夏言为监礼使，顾鼎臣等充导引官，鼎臣进步虚词七章，且列上坛中应行事，帝优诏袭答之，自此词臣多以青词干进矣。质实，邵武，晋县，宋即县为邵武军，治元路明府，今因之。刘最，字振廷，崇仁人。黄国用，庐陵人。夏言字公谨，贵溪人。顾鼎臣，字九和，昆山人。发明，史称嘉靖嗣统之初，能革除弊政，其冲龄英敏似可有为，乃莅政未几，即惑于神仙之说，寄心方外，日事祷祈甚至道号自称端居摄养，若天位无所事事者，虽秦皇、汉武亦不至是，而推原其始，不过一猥鄙之宦，䜿为之发端，实则由君心僻，好于长生，而蛊惑乃得夤缘而入，所谓物先腐而后虫生也。若鼎臣以清华之选，大雅著作，雍容、榆杨自可以结文章特达之知，何遽承风希㫖，摭拾羽士游谈以为供奉？遂致词臣踵以青词为拜献，先资要津，捷径作俑之咎，可胜责哉！六月，免嘉靖元年天下税粮之半。
