罗旁在徳庆州上下江界，东西两山间，延袤七百里。成化中，韩雍经畧西山颇安辑，惟东山猺阻深箐剽掠，有司嵗发卒戍守，两广总督殷正茂建议大征㑹，迁去侍郎凌云翼代。至是，云翼乃大集兵，令总兵官张元勲、李锡将之，四閲月，克巢五百六十，俘斩招降四万二千八百有竒，邻境猺獞皆惧，求抚云翼奏改泷水县为罗定州，设监司，叅将积患顿平。质实，罗旁梁置泷州，隋开皇十八年改泷水县，明初亦曰泷水县，其南有废泷水镇，旧为罗旁地，猺人盘据于此，至是乃改为直𨽻罗定州，又设东安、西宁二县，今皆因之。上下江者，上江谓西江，下江谓南江，西江即鬰水，南江即泷水也。泷水在罗定州西，飞瀑惊湍，最为险厄。东西两山者，东山在肇庆府封川县东。西山在罗定州东安县西南。殷正茂，字养实，歙人。凌云翼，字洋山，太仓州人。张元勲，字世臣，浙江太平人。夏四月，兵部尚书谭纶卒。
