47  | 帝礼爱儒生，好览史传。以刘向所撰《新序》、《说苑》于经典正义多有所阙，乃撰《新集》三十篇，采诸经史，该洽古义，兼资文武焉。 |
| 12 | 允表曰：「往年被敕，令臣集天文灾异，使事类相从，约而可观。臣闻箕子陈谟而《洪范》作，宣尼述史而《春秋》著，皆所以章明列辟，景测皇天者也。故先其善恶而验以灾异，随其失得而效以祸福，天人诚远，而报速如响，甚可惧也。自古帝王莫不尊崇其道而稽其法数，以自修饬。厥后史官并载其事，以为鉴诫。汉成帝时，光禄大夫刘向见汉祚将危，权归外戚，屡陈妖眚而不见纳。遂因《洪范》、《春秋》灾异报应者而为其传，觊以感悟人主，而终不听察，卒以危亡。岂不哀哉！伏惟陛下神武则天，睿鉴自远，钦若稽古，率由旧章，前言往行，靡不究鉴，前皇所不逮也。臣学不洽闻，识见寡薄，惧无以裨广圣听，仰酬明旨。今谨依《洪范传》、《天文志》撮其事要，略其文辞，凡为八篇。」世祖览而善之，曰：「高允之明灾异，亦岂减崔浩乎？」及高宗即位，允颇有谋焉。司徒陆丽等皆受重赏，允既不蒙褒异，又终身不言。其忠而不伐，皆此类也。 |
