44  | 秋七月，发州郡五万人治灵丘道。八月癸未朔，分遣大使，巡行天下遭水之处，丐民租赋。贫俭不自存者，赐以粟帛。庚子，罢山泽之禁。九月辛酉，以氐杨后起为武都王。冬十有一月乙卯，吐谷浑国遣使朝贡。十有二月丁亥，诏曰：「朕以寡薄，政缺平和，不能仰缉纬象，蠲兹六沴。去秋淫雨，洪水为灾，百姓嗷然，朕用嗟愍，故遣使者循方赈恤。而牧守不思利民之道，期于取办。爱毛反裘，甚无谓也。今课督未入及将来租算，一以丐之。有司勉加劝课，以要来穰，称朕意焉。」 |
