18  | 四年春正月，诏州镇十一民饥，开仓赈恤。二月，以东郡王陆定国为司空。高丽、库莫奚、契丹各遣使朝献。吐谷浑拾寅不供职贡，诏使持节、征西大将军、上党王长孙观讨之。广阳王石侯薨。三月丙戌，诏曰：「朕思百姓病苦，民多非命，明发不寐，疚心疾首。是以广集良医，远采名药，欲以救护兆民。可宣告天下，民有病者，所在官司遣医就家诊视，所须药物，任医量给之。」 |
