1  | 元佑二年二月一日，翰林学士朝奉郎知制诰苏轼札子奏。臣前年十二月自登州召还，草此奏状，而未果上。近因论事已具，奏闻其略，切谓今日尚可推行，辄备录前状，缴连申奏。臣前年过郓州，本与京东转运使范纯粹同建此议，纯粹令臣发之，己当继之。已而闻执政议不合，故不复言。然纯粹讲此事，尤为精详，臣所不及。若朝廷看详此状，可以施行，即乞更下纯粹，令具利害条奏。取进止。 |
