唐孙伏伽为治书侍御史。武德九年十月民部尚书裴矩奏:突厥残暴之处,户请给绢一疋。太宗曰:「朕于天下唯诚,与信不欲,空有存恤之名,而无其实。但户有大小,各须存济,给物雷同,岂公思之至也!」伏伽进曰:「裴矩受国恩赏,未闻陈让,救恤百姓,则欲苟钓虚名。用心若是,岂当朝寄?请鞠其罪」。太宗从之。其后计口为率,贫人赖焉。

世宗显德二年八月癸卯,兵部尚书张昭上言:「今月十二日,伏蒙宸慈召对,面奉圣旨,以每年祀祭,多用太牢,念其耕稼之勤,更备牺牲之用,比诸豢养,特可愍伤,令臣寻讨故事,可以他牲代否。臣仰禀纶言,退寻礼籍,三牲八簋之制,五典、六乐之文,著在典彝,迭相沿袭,累经朝代,无所改更。臣闻古者燔黍捭豚,尚多质略,近则梁武面牲笋脯,不可宗师,虽好生之德则然,于奉先之议太劣。盖礼主于信,孝本因心,黍稷非馨,鬼神飨德,不必牲牢之巨细,笾豆之方圆。苟血祀长保于宗祧,而牲俎何须于茧栗?但以国之大事,儒者旨行,易以他牢,恐未为便。以臣愚管,其南北郊、宗庙社稷、朝日夕月等大祠,如皇帝亲行事,备用三牲。如有司摄行事,则用少牢以下,虽非旧典,贵减牺牛。是时太常卿田敏又奏云:臣奉圣旨,为祠祭用犊事。今太仆寺供犊,一年四季,都用犊二十二头。《唐会要》武德九年十月九日诏:祭祀之意,本以为民,穷民事神,有乖正直。杀牛不如示龠祭,明德即是馨香。望古推今,民神一揆。其祭圆丘方泽,宗庙已外,并可止用少牢者,特待时和年丰,然后克修常礼。又按《会要》天宝六载正月十六日赦文:祭祀之典,牺牲所备,将有达于虔诚,盖不资于广杀。自今后每大祭祀,应用も犊,宜令所司量减其数,仍永为常式。其年起请,以旧科每年用犊二百一十二头,今请减一百六十三头,止用二十九头,馀祠飨宜并停用犊」。至上元二年九月二十一日赦文:「国之大事,郊祀为先,贵其至诚,不美多品。黍稷虽设,犹或非馨,牲牢空多,未为能飨。圆丘方泽,仍依常式,宗庙诸祠,临时献熟,用怀明德之馨,庶合西邻之祭。其年起请昊天上帝、太庙各太牢一,馀祭并随事市供。若据天宝六载,自二百一十二头减用三十九头。武德九年,每年用犊十头,圆丘方泽一,宗庙五。据上元二年起请,只昊天上帝、太庙,又无方泽,则九头矣。今国家用牛,比开元、天宝则不多,比武德、上元则过其大半。按《会要,太仆寺有牧监,掌孳课之事。乞今后太仆寺养孳课半,其犊遇祭昊天太庙前三月,养之涤宫,取其荡涤清洁,馀祭则不养涤宫。若临时买牛,恐非典故,谨具奏闻。奉敕:祭祀尚诚,祝史贵信,非诚与信,何以事神示?龠祭重于杀牛,黍稷轻于明德,牺牲之数,具载典经。前代以来,或有增损,宜采酌中之礼,且从贵少之文。起今后祭圆丘、方泽、社稷,并依旧用犊。太庙及诸祠,宜准上元年九月二十一日制,并不用犊。如皇帝亲行事,则依常式」。四年四月乙酉,礼官博士等准诏,议祭器、祭玉制度以闻。时国子祭酒尹拙引崔灵恩三礼义宗云:「苍璧所以礼天,其长十有二寸,盖法天之十二时」。又引江都集、白虎通等诸书所说,云:「璧皆内方外圆」。又云:「璜、琮所以礼地,其长十寸以法地之数。其琮外方内圆,八角而有好。国子博士聂崇义以为璧内外皆圆,其径九寸。又按阮氏、郑玄图皆云九寸。周礼玉人职又有九寸之璧。及引尔雅云:肉倍好谓之璧,好倍肉谓之瑗,肉好若一谓之环。郭璞注云:好,衣里也。肉,边也。而不载尺寸之数。崇义又引冬官玉人云璧好三寸。尔雅云:肉倍好谓之璧。盖两边肉各三寸,通好共九寸,则其璧九寸明矣。聂崇义又云:璜琮八方以象地,每角各剡出一寸六分,共长八寸,厚一寸。按周礼疏及阮氏图并无好。又引冬官玉人云:琮八角而无好。崇义又云:琮璜骤稻闶抢,裉斓刂器。而尔雅惟言璧、瑗、环三者有好,其馀琮璜之器,并不言之。则璜琮八角而无好明矣。时太常卿田敏已下议,以为尹拙所说虽有所据,而崇义援引周礼》正文,其理稍优,请从之。其诸祭品制度,亦多以崇义所议为定。
