41  | 天宝二年十一月，天下诸州朝集使见于温泉宫。敕曰：「古者诸侯岁时朝觐，将以陈其政理，用申卿等受委亲民，远来会计，经途冒涉，曾并安好。朕每忧勤，念兹黎庶，悯其徭役未遑，流寓莫归，是以当宁兴叹，中宵忘寝，永言共理，实冀分忧。凡有百姓及鳏寡孤独并乏绝之户，征镇之家，凡可矜恤。卿等此来，若何为养？今年稼穑，大率少似不丰，闾阎之间，有贮积否？至于百姓间事，朕欲委曲尽闻。卿等远来疲劳，卒难备对，且听寻亲知，续当序进，以问风化」。 |
