9  | 三年正月，陕西边盗王子顺、苗美连逃兵掠绥德，众三四千，南围韩城。总督杨鹤、巡抚刘广生提兵赴援，斩首三千级。贼遁，复犯清涧，官兵追逐之，贼走西川，官兵追击，降三百馀人，馀大奔。苗美叔苗登雾啸聚于安定，总兵杜文焕击败之。先是，万历时，朝廷念西军劳苦，预给三月粮，以为常。崇祯二年，秦大旱，粟腾贵，军饷告匮。延绥巡抚杨鹤、甘肃巡抚梅之焕分道勤王，两军复以稽饷而哗，其溃卒畏捕诛，亡命山谷间，倡饥民为乱。时东事益急，廷议核兵饷，各边镇咸厘汰裁饷至数十万，乘障兵咸噪而下。又以给事中刘懋请裁定驿站，即给邮乘传有额，毋滥用县官钱，岁省费无算，谓苏民力也。而河北游民向籍食驿糈，用是益无赖，岁不登，无所得食，所在溃兵煽之，而全陕无宁土矣。 |
