15  | 癸亥，枢宻院奏福建民兵都统领范汝为，欲令听辛企宗节制。上曰：「事有本末，卿等今日所措置者末也，而未原其本。福建僻陋，盗贼踵起，得非守领不知省其疾苦乎？其令监司、帅臣各条上弭盗及便民、利物之事，朕当施行之」。 监察御史韩璜言：「臣误䝉使令，将命湖外民间疾苦，法当奏闻，自江西至湖南，无问郡县，与村落极目灰烬，所至破残，十室九空，询其所以，皆縁金人未到，而溃散之兵先之，金人既去而袭逐之师继至，官兵盗贼刼掠一同，城市乡村，搜索殆遍，盗贼既退，疮痍未苏，官吏不务安集，而更加刻剥兵将，所过纵暴，而唯事诛求，嗷嗷之声，比比皆是，民心散畔，不絶如丝，此臣所欲告于陛下者。然道中伏读改元徳音，不觉感泣，州县情伪，陛下既已尽知，蠲烦去苛，恩意亦已备矣！臣惓惓馀忠，欲陛下谨信诏令，务在必行」。诏：「比降徳音，寛恤事件，州县自宜悉意奉行，违者监察按劾御史台察之。 左武大夫、京畿路提㸃刑狱公事、权京城副留守赵伦既出奔，与权知唐州胡安中数奏金人动息，安中先以留守司之命，假授武徳大夫、京西南路提㸃刑狱公事在唐州，至是，遣人来奏事，上嘉之，诏并进三官，仍赐勅书奬谕。 初，杜充之败也，其中军统制、武义大夫耿进以所部去，朝廷闻进在通州，诏进以舟师赴行在。进，坚子也。 |
