6  | 丙寅，降观文殿学士、宣奉大夫、江西安抚大使、新知洪州兼淮南宣抚使朱胜非为中大夫，分司南京，江州居住。时侍御史沈与求论胜非避事辞难，且言马进䧟九江，由胜非赴镇太缓，故贬。胜非以寄禄官分务，不带卿监官，中书失之也。 诏自今诸郡守臣改移及罪罢者，并不俟新官先次罢任，令转运司选以次亷干官权行主管，其帅臣则令监司权摄，以言者奏罪罢之，人无所顾藉，肆为不法故也。 直显谟阁、江东转运副使王琮，直秘阁、福建转运使朱宗，并罢。张邦昌之僭位也，二人自庶官擢为侍从，至是，用言者奏而斥之。 初，命福建制置使辛企宗移屯福州，而企宗留南劔州不进，吕頥浩闻之，是日下堂札诘责企宗，仍令斟量贼势，如不能措置，即具以闻，当别遣将㑹范汝为，请屯福州就粮，企宗惧得罪，乃言：初受命招捉盗贼，已招捉过二十三万馀人，汝为元系谢向等统辖之人，已令叶棠说谕赴军前公参矣。诏企宗系制置使，毋得分彼此，速往福州措置。 |
