19  | 辛酉，御史中丞何铸论荐举改官之弊，以为：「多以亲故势贿赂得之，而有治行之人，终老选调，徒长奔竞，无补得人。望诏有司罢去保官之令，専用考课之法，闗升改官，各以四考为限，有过犯则量事展考以别流，品嵗限员嵗数，以防猥并，庶寒畯之士无淹滞之叹」。事下吏部，不果行。甲子，右正言万俟卨论营田官庄附种之弊，以为：「官庄设即百里之民应籍者皆赴庄以待耕耨，已业荒废，多不能举。附种行则㪷升之种，户给扵民散敛之扰，率以为常。欲望逐路选委强明监司一人，遍行郡县，应有营田去处，核实均放。其帅臣隐蔽不肯公共商㩁者，并许按核以闻」。上曰：「卨所论极当，大凡营田，须军中自为之，则不敛扵民而军食足。若使民舍己之田，营军之田，恐甚扵敛民之为虐也」。乃诏领营田监司措置。 诏淮北宣抚判官刘锜募兵効万人。时锜军及韩世忠、岳飞皆造军器，所乞牛皮至十馀万，张郡邑往往杀牛以应命，言者请蠲其数目，诏工部措置。 |
