18  | 庚辰，故武功郎、閤门宣赞舍人、濠州兵马钤辖、统领水战人船邵青赠武显大夫，官其家二人，以死事故也。甲申，上曰：「水旱有数，虽尧、汤不能免，艰难以来，十馀年间，未尝无嵗，此天佑也。然不可恃此不为之备。祖宗置义仓以待水旱，最为良法，而州县奉行不䖍，妄有支用，寝失本意，或遇水旱，何以赈之？可令监司视其实数，或有侵失，严责补还，义仓充实，则虽遇水旱，或无饥病矣」。戊子，殿中侍御史罗汝檝守起居郎。 |
