14  | 戊辰，两浙转运判官吴坰条具便民事，乞令常平司支借钱糓，劝民浚决华亭等处沿海三十六浦，以泄水势，庻无渰损民田之患。诏可。后十馀年，乃克行之。己巳，秦桧进呈，放免四川转运司，因赡军借用常平钱十三万缗。桧言：「近来户部岁计稍足，盖縁休兵，朝廷又无妄用故也」。上曰：「休兵以来，上下渐觉富贵，大抵治道贵清，浄人君不生事，则天下自然受福」。桧曰：「舜无为而治，陛下得之矣」。 |
