乙未，诏：「诸路死罪囚应谳者，道路已通处，依旧法奏案未通处，许酌情减降如旧。以三省言：今道路稍通，若令一例减降，虑生奸弊故也。五年正月壬子，复奏案吏中兴圣政，上语及禁戢𧷢，吕頥浩曰：「𧷢吏侵渔，不可不禁。然州县官依条格合得请给，宜按月支与使之食足，然后可以养廉隅」。上曰：「然」。辅臣因进呈诸路公使库支给外，县官供给条格，诏申明行下臣留正等曰：「富而后敎，圣人之心也。衣食足知荣辱，衆人之情也。今使仰事俯育且不给，而欲以刑法驱之，于礼义敎化之不克成，宜哉！太上皇帝将大治𧷢吏，则先足其供给，诚得事理之序。比年以来，州郡经费不支，属吏之奉有至数月不给者。天下贤人少而庸人多，方责其㢘而势或使之鲜廉，诚不可以不察也。　浙西安抚大使刘光世言，谍报金主死，尼玛哈已立，刘豫率官僚举哀，见合兵谋取夀春」。诏江东安抚大使叶梦得、和州无为军镇抚使赵霖措置防备。
