12  | 壬子，侍御史沈与求迁御史中丞。时禁卫寡弱，兵权不在朝廷，与求言：「陛下移跸东南，将图恢复之举，先务之急，宜莫如兵。汉有南北军，唐自府兵彍骑之法既坏，犹内有神策诸卫，外有诸镇之兵，上下相维，使无偏重之势，其意逺矣。今图大举，而兵权不在朝廷，虽有枢密院及三省兵房、尚书兵部，但奉行文书而已。愿诏大臣讲求利害而举行之，使人情不骇而兵政益修，助成经理中兴之志」。 初，建昌军石陂寨卒丁喜、饶青等为乱，聚衆数千人，而芦溪寨土兵杨招与乡民乗之纵掠，喜寻死，其徒姚达代领其衆。上命徽猷阁待制、新知宣州刘洪道督统制官崔邦弼等往捕。至是，刘洪道请济师，乃诏统制官韩世清自宣州遣兵二千。时奉议郎、知贵溪县符建中亦遣举人刘锐往说谕土兵，衆皆听命。诏官其首馀衆分隶信州诸军。 |
