9  | 丁夘，罢两浙转运司回易库，以言者论其苛细也。戊辰，言者奏：「盗贼窃发，州县所不能免，要在居官任职之人，或先事以折其奸，或乗㣲以戢其暴，如火始燃，随即扑灭。昨范汝为啸聚回源，初不过四十人，不时讨杀，遂致贼得为计，日以滋蔓，至烦朝廷遣将出师，仅能得其死命，而遗黎之不遭贼者，十无一二盖不胜。 酷昨者宣抚司所上功状，动以千万计，朝廷既捐赏以予之，顾一时养㓂遗患，有如前所云者，岂可以置而不问！望陛下以臣章付外议，当时帅臣、监司、郡守、县令之罪，特出威断施行，庶为盗发所临，谬懦不及事者之戒」。诏本路转运司体究，申尚书省。时建州守臣、朝奉大夫韩珉已罢去，于是又降二官。己巳，诏侍从官、知州于本路安抚大使用申状前，宰执即书检。 |
