27  | 丙子，左从事郎、主管礼兵部架阁文字杜莘老充勅令所删定官。先是，诏以星变求言，莘老上书，论：「彗盩气所生，歴考史牒，多为兵兆国家为息民，而将骄卒惰，军政不肃。今因天戒以修人事，思患预防，莫大于此」。因陈时弊十事：莘老，青神人甫十三世孙，魏良臣所荐也。己卯，诏臣寮因事论罢之人，自今已经郊赦，方许除授差遣，犯赃者从本法用。御史中丞汤鹏举请也。庚辰，宰执进呈仓部郎中黄祖舜面对，论经总钱以绍兴十九年数立为定额，非是。盖是年经界初行，人投旧契，故所入倍多。乃诏戸部以十九年以后、二十五年以前取酌中一年立为定额，申省。 |
