19  | 丁丑，右朝请大夫、新知濠州周绂言：「监司、郡守听岁举部内官吏，欲其别白贤否，激劝士类。近年以来，或独援于亲党，或先通于贿赂，或专奉于权势，遂致贪污庸懦之人常得与剡荐之列，而清白强明之吏既不能阿媚以取和，往往有终身困于选调而不复进者。欲望严戒监司、郡守，各存公道，庶几贤者知劝，不贤者知退」。魏良臣奏：「比年间有前执政合岁举官，亦或冒滥者」。上曰：「前执政尚如此，不若因此并与戒约行下」。 诏：「诸军赡军，囘易令和雇百姓管干，毋得役使官兵，其扑买酒坊酒库，各许更立一界，俟界满日，别取㫖。时参知政事魏良臣建议尽罢诸将囘，易未得㫖，而江东转运判官赵公智遽行之建康军中，寻又行之池州，公智与良臣姻家，诸将皆以为不便，上闻，遂寝其事。 |
