16  | 丁夘，工部言：「浙江、福建路嵗起物料，欲以三分为率，减免一分。军器所工匠，除见役八百六十四人，依旧外诸州发到一千五百四人，亦以三分为率，减放一分」。执政进呈，上曰：「工匠可减二分，仍给路费」。 右朝请大夫董苹为尚书金部郎中。苹知汀州。代还，入对，论生财、节财、移用、除弊四者，理财之先务，诸州贡赋有殊，项目不一，利病之实，难以尽知，欲望训谕监司、郡守及在职之臣，各以本职财计之利病来献，委官看详，择其可行者，委本路不干碍官措置以闻，积之嵗月天下之财计，尽归掌握，无失陷之弊，侵蠧妄用之私矣。诏如所奏，遂有是命。苹又言汀、赣二州相去五百里，民轻生喜盗，多于农隙，聚衆私贩，乞于两州之间，以㑹昌县为军，别割二县以𨽻上，曰：「朕知赣之利害详矣，縁置郡两江之间，城势颇下，城外皆髙山，每愚民作过，即登髙而视州中兵出，多即走避，少则来敌，今莫若于髙处屯军以占地利，縁军在城外，不见市井，亦自省费，其添置军，令两路监司相度」。后亦不果行。 |
