16  | 戊戌，上登舟发临安府。奉天章阁祖宗神御以行，主管殿前司公事刘锡、神武中军统制杨沂中，皆以其军从，上不以玩好自随，御舟三十馀艘，所载书籍而已。上既发，乃命六宫自温州泛海往泉州，晚泊临平镇，进呈刘光世乞与韩世忠军一般支钱粮，上曰：「诸将之兵，用命则一，其所支钱粮岂容有异，此皆吕頥浩不公之弊」。赵鼎曰：「朝廷举措既当诸将自服，今不公如此，必致纷纷，乞下光世㑹合得钱米之数然后行」。沈与求曰：「岂唯钱粮，至于赏罚亦然，惟至公可以服天下，故赏则知劝，罚则知畏」。上曰：「大臣不公，何以服衆？」鼎曰：「茍为不公，则赏虽厚，人不以为恩。罚虽严，人不以为威」。上曰：「今日朕亲总六师，正当公示赏罚」。 诏沿江州县如排办太过，令监司具名以闻，当重行黜责。时右司谏赵霈言：「浙右诸郡顷罹兵火，疮痍未息，民力未苏。今戎辂进发，又虑州县官吏不能上体徳意，帟幕之饰，务极于鲜华膳羞之进，徧搜于珍异，或调发人夫，或差科舟船，诚不可不为之禁」。故有是㫖。 湖北制置使岳飞遣属官孔戊来奏事，诏特改京官。 |
