4  | 绍兴六年五月戊辰朔，辅臣进呈殿中侍御史石公揆论六部不任责法可遵，禀者乃申之朝廷，事当勘当者，又推之于司，上曰：「六部长贰侍从髙选，自当一面裁处，岂有不能决断一部事，而一旦为执政，便能决断天下事耶？」赵鼎奏：「近时卿监以上补外职名髙下不一故事，如侍郎在职未及二年，止得带制，今一例除杂学士太优，欲令两省讨论」。上曰：「卿等便可商量，立为定制，亦免有好恶厚薄之嫌」。乃命两省官同吏部长贰讨论，申尚书省。 徽猷阁直学士胡世将试尚书兵部侍郎。世将自江西召还，乃有是命。 左中大夫富直柔充资政殿学士、提举临安府洞霄宫。 湖南制置大使吕頥浩乞本路州县已注未上官，尽八月不至者，许奏辟一次，又请催广西运所籴赈济米，皆许之。先是，去嵗旱伤，湖南尤甚，頥浩既入境，即奏截拨上供米三万石，及令广西帅漕、两司备五万石水运至本路，以充赈济，又乞降助敎勅度僧牒，诱上户籴米，民不能耕，则借之粮种，夏税亦俟秋成倂输，全活甚衆。己巳，保静军承宣使、提举万夀观髙世则为感德军节度使、充观使，亦用宣仁遗恩也。 |
