11  | 青田县童子梅元眉七嵗䘮，其祖抱棺而寝，守墓不去，夜有羣鹊喜噪，祥光照冢上，守臣以闻，庚子，诏赐粟帛。壬寅，诏自今百官并久任，如有侥冒陈乞之人，取㫖黜责。时殿中侍御史周葵论：「自顷大臣市恩而不任怨，爵赏轻而人有奔竞之心，刑罚弛而下无畏服之意，风俗不靖，职此之由。甚者布衣献书，敢纳宰执，州县官有请诛大臣者，此风岂可长哉！愿诏大臣悉心奉法，渐矫前日之弊」。故有是㫖。 |
