9  | 甲申，降授光州观察使、神武前军统制、江州驻札兼节制舒蕲黄州王复建武军承宣使、江西沿江制置使、大理少卿张礿乞宫观，上曰：「礿为理官，颇有平允之称。迩来有司率多观望锻鍊，或至刑狱失当，甚非朕所以钦恤之意。人命至重，岂可忽择其尤者，当痛加惩艾」。大抵刑狱以明恕为先，深戒惨酷。赵鼎曰：「礿亦乆任理官，不畏强御，极有执守」。上曰：「当议升擢，以为理官之劝」。参知政事沈与求奏：「顷臣曲谢，已䝉衣带之赐，乞罢正谢日所赐衣带鞍马。许之。 初，淮东州县闻敌入犯，承楚之民相率控守水寨，而帅司选官除去运河坝闸，以阻敌兵。至是，言者以为若使承楚水澁船不能动，则民社失其地利，敌骑冲突，直至江岸，占据渡口，复驱江北之人，以布土袋填塞坝闸，顷刻可办，依旧引取陂塘之水，舟船复可通运，是乃所以助其势，大害有四，无一利也。一者贻敌之笑，谓我畏彼，反生欺忽之心。二者以显官兵无北渡之意，愈失江北人心。三者，水寨既失，地利，忠义之人无以措手足，反堕敌计。四者，盐商不行，有误朝廷进军财计，诚为痛害。 |
