9  | 癸酉，起居郎楼照请命有司讲究屯田、鼓铸、市舶常平四事：一曰募民以耕，而兵无与焉，是以垦辟未广，今纵未能使甲士从田于其中，择所谓不入队者，十取三四，使之因田致糓，以省大费，何不可之有？二曰铸钱。一司坐费粮食，今铜料不继，鼔铸日稀，谓宜废罢，俟数年之后，铜料稍多，即令逐路运司措置鼓铸，似亦为便。三曰蕃舶不至，盖官吏侵渔之故，宜择心计之臣示逺人之信，明赏以激劝，立法以关防，则所入必丰羡。四曰常平之法，丰则贵取，饥则贱与，今诸道间有丰凶之不齐，宜择人使之，兼总数路以通其州县，丰凶盈虚而斡旋之，庶有赢赀，以给军用」。诏户部侍郎梁汝嘉、王俣条具约确利害申省，后不果行。 |
