12  | 丁丑，户部侍郎李弥逊言：「祖宗之法，有便于国，利于民，可行于今者，发运一司是也。其制始于太宗淳化间，而备于仁宗皇佑之后，大槩不过权六路丰㓙，以行平粜之法。然今日之冝，比昔少异，不必尽循旧制，当师其意，损益而行之。臣愚谓当于经费之外，给籴本数百万缗，复置一司，广行储积，分毫不得取供近用，三年之间，当有一年之蓄。臣谨条具发运司建置废罢及今日可以依仿置使之因，伏望特加圣览，参酌利病，断以不疑而力行之，不胜幸甚！」诏吏户部条具申省。戊寅，诏尹焞觧论语，书成，特赐六品服。己卯，诏上殿人曹汇与改合人官。庚辰，翰林学士兼侍读朱震乞在外宫观，赵鼎之免相也，自刘大中、范冲、林季仲、吕大中已下皆相继补外，震独居近侍如故，至是震乞祠之章，以谓夙夜自竭，图报上恩，不敢雷同上辜任使，知臣者以臣为守义，不知臣者以臣为守株，自非陛下断而行之，则如愚臣，黜已乆矣，今则大明垂照，公论渐伸，既俊乂相率而在官，则支离岂烦于攘臂？不许。辛巳，太常少卿苏符言：「今嵗当行祫享，而在谅暗，内乞用熈寜故事，移就来年孟冬」。从之。 |
