5  | 乙酉，诏洪州乡贡进士黄云翼令引对。云翼，丰城人，初名时起，尝举进士不第，后以入赀授官，至是更名上书，故得召。未㡬，殿中侍御史魏矼言其本富家子尝杀人亡命，乃罢之。云翼犹上书不已，矼力论其素行凶恶，愚弄朝廷，诏押归本贯。丙戌，诏今后枢宻院邉防兵机等事，令三省官通书检，时议者以为侍从之臣，以论思献纳为职，固亦无所不可言，矧庙堂二三大臣，为人主股肱耳目，頼以图维天下之治，岂容于事有不预闻者乎？今日国家之急，莫过于邉事，大臣任责，亦莫先于邉事，正湏衆智协谋，今宰臣既已兼知右府矣，欲望检㑹康定故事，应宻院邉事之大者，诏㕘知政事同议仍令书检，庶㡬商确佥允，动无遗策」。旧制，三省奏事毕，枢宻院别班再上。自渡江后，三省宻院皆同班进呈文字，其宻院、邉防兵机等事，并机速房掌行，如事体稍大，三省宻院官同议进呈，退同批㫖奉行宻院官押草检并札子。至是，宰相朱胜非㕘知政事，孟庾并兼枢宻院，言者尝谓当国者不知兵，又乞宻院令㕘知政事，通知葢以属赵鼎也，由是胜非忌鼎益甚。丁亥，左朝散大夫、䕫州路转运判官杨仲先为成都府路提㸃刑狱公事，用宣抚司奏也。 |
