7  | 乙卯，殿中侍御史张致逺言：「淮南营田，四五年间，不闻获斗粟之用，是必有不可行者，况士卒骄惰，官吏茍简，日复一日，嵗复一嵗，安得不觧弦而更张乎？今江北流寓之人，失所者甚衆，而淮甸耕夫往往多在南方，樵刍自给，岂无懐土之心？若委逐处守令，诱之归业，应有照騐物産，尽数给还，仍检括荒地，许人请佃，随其力之大小，量给顷亩，定经界，立标表，与为永业十年，勿问，兼营田而行之。将见乡聚相望，阡陌相属，鷄犬之声相闻，异时博籴其赢馀，亦足以纾急阙而省转饷。愿更诏羣臣，啇𣙜利便，断而行之」。诏户、工部相度申尚书省。丁巳，上谓辅臣曰：「诸大将固当奉法循理，然细务末节，可略而不问，若事大体重，系国家利害者，不可不治也」。龙图阁直学士、提举江州太平观陈规复知徳安府，仍令规便道兼程之任，如敢稽违，重置典宪。 直秘阁阎旦为成都府路转运副使，左朝散大夫、知蜀州师骥提㸃成都府路刑狱公事。郭大中为利州路转运副使、左朝请大夫、开南公提㸃利州路刑狱公事。绍兴后，朝廷除川陜待次监司自此始。骥，彭山人，建炎初为卫尉少卿。大中，成都人也。南公初除江西漕，寓居蘷州，故就用之。时宣抚司已用便宜除南公宫祠，而行在未知也。 |
