48  | 庚申，敷文阁直学士、知宣州秦棣卒，官给葬事。棣在宣城州之何村，有富民酿酒，棣遣廵检将吏士捕之，夜半围其家，民疑其强盗也，即击鼓聚邻里，共执之，走诉诸棣，棣怒，取民及其子孙三人，用麻䋲通纒，其体自肩至足，然后各杖之百，及解縳，三人皆死，其惨毒如此。丙寅，诏提举常平官分遣属吏赈济流民，且贷其春耕之费。先是，诏复民租十之八，而和籴尚存，海盐丞丁安义语其令曰：「嵗饥常赋且不充，不应复有和籴，使上官怒安，义当以身任之」。檄屡至，安义抗论反覆，卒赖以免。丁夘布衣孙尧佐上书，乞嗣安定郡王与濮王之封，诏大宗正司具名闻奏。 尚书省批状：「四川营田就委都统制检察措置耕种，将毎年所收斛㪷，除分给官并桩留次年种子外，尽数报总领所拘收充减免。成都府路对籴米十二万石之数，旧营田事𨽻宣抚司，及司废，乃有是命。 |
